The Nakuru High Court has summoned Raymond Omollo, the Principal Secretary for Internal Security and National Administration, to appear before the court on Monday, May 26, 2025.

Omollo is expected to explain the government’s reason for breaking its earlier promise to compensate over 75,000 victims of the 2007/2008 Post-Election Violence.

Omollo is also expected to explain the whereabouts of the Sh 6.5 billion reserved for the victims by the High Court in April 2017. Judge Hedwig Ong’udi stated it was unfortunate that the victims, referred to as Integrated Internally Displaced Persons (IIDP), had been led by the government to believe their issues would be resolved.

 The IIDPs sued the PS Interior and the Attorney General (AG), seeking compensation, and the government agreed to an out-of-court settlement. The court issued after the AG, through State Counsel Sonia Wanjeri, indicated they had no intention of signing the consent. Victims’ lawyer David Mongeri stated that negotiations had progressed, and it was unfortunate that the Attorney General, an officer of the court, had wasted their time with empty promises since 2017.

In 2017, then-trial judge Joel Ngugi, now at the Court of Appeal, ordered the Sh6.5 billion to be withheld after two groups came to court claiming to be the beneficiaries.

The court allowed verification of the victims and their leadership, and after three years, confirmed the members and their support initiative leaders: Joakim Mwangi as chair, John Mwaniki as Secretary General, and Teresia Muiruri as treasurer.

 Speaking to the media after the ruling, the IDPs urged the government to fast-track the payment of their compensation. The victims called for close collaboration with the government to ensure everyone affected by the clashes benefits from the stipends.
