The Ethics and Anti-Corruption Commission (EACC) has arrested two senior officials from Mumias Level 4 Hospital in connection with a bribery scandal involving the payment of KSh 200,000. The suspects, Mr. William Mmasava, a Supply Chain Officer, and Mrs. Linet Kavaya, a Biomedical Engineer, were apprehended on Wednesday, 21st May 2025, at the KCB Bank branch in Mumias shortly after allegedly receiving the bribe from a local supplier.

According to EACC, the two officials solicited and received the bribe in exchange for facilitating the release of payment for medical equipment legally supplied to the hospital. The arrest followed investigations launched after a formal complaint was lodged with the Commission on 16th May 2025.

The complainant, a supplier whose company delivered an X-ray scanner valued at Kes1.4 million, told EACC that although the hospital had agreed to pay the amount in three instalments, irregular demands began after the first payment of Kes500,000 was made on 17th April 2025.

On 8th May 2025, the complainant alleged that the hospital’s Medical Superintendent, Dr. Mohammed Munyendo, demanded a bribe of Kes400,000 to release the second instalment of Kes650,000. This demand was reinforced the following day in a meeting with Mrs. Braxides Bunoro, an Administrator at the facility.

While the second instalment was reportedly deposited into the supplier’s KCB account, the funds remained inaccessible. EACC reports that the complainant continued receiving coercive calls from multiple hospital officials including Dr. Munyendo, Mrs. Bunoro, Mr. Mmasava, and Mrs. Kavaya all demanding bribes to facilitate access to the funds.

Following the complaint, EACC investigators conducted a sting operation leading to the arrest of Mmasava and Kavaya as they allegedly received Kes200,000 in cash from the complainant. The suspects were taken to the Commission’s Western Regional Office in Bungoma for processing before being booked at Bungoma Police Station, where they remain in custody as investigations continue.

In a statement, EACC reaffirmed its commitment to fighting corruption in public institutions, particularly in critical service delivery sectors such as health. The Commission also urged the public to report any incidents of bribery or unethical conduct through its toll-free hotline 1551 or by visiting any of its regional offices.

Investigations into the involvement of Dr. Munyendo and Mrs. Bunoro are ongoing, with possible further arrests expected.
