A court has ruled that a Nairobi City Water and Sewerage Company (NCWSC) employee has a case to answer after the Director of Public Prosecutions (DPP) presented sufficient evidence in a case she is charged with forging academic certificates to secure employment.
Appearing before the Milimani Anti-Corruption Court, the accused, Brenda Nelly Sulungai, was placed on her defence after the court found that the prosecution had presented sufficient evidence to support all three charges against her. Sulungai was formally charged on 31st October 2024 with Forgery, Uttering a false document and Deceiving a Principal contrary to Section 48 of the Anti-Corruption and Economic Crimes Act, 2003 (ACECA).
The court heard that the accused forged a Diploma in Community Development and Social Work, purporting it to be a genuine document issued by Zetech University on 6th November 2015. It is further alleged that on 4th July 2019, she presented the forged diploma to the Managing Director of NCWSC as a genuine qualification issued by Zetech University.
Additionally, on 22nd November 2021, while employed at NCWSC as a Community Development Assistant, court heard that the accused intentionally deceived her employer by declaring in her personnel records that she held the said diploma and submitting the falsified certificate for official record updates, information she allegedly knew to be false.
To support its case, Prosecution called four witnesses and presented 25 documentary exhibits. Notably, evidence was tendered showing the signatures on the disputed certificate did not match those of the authorized signatories, specifically the Vice Chancellor and Deputy Vice Chancellor of Zetech University. The matter is scheduled for defence hearing on 22nd August 2025.
