Orange Democratic Movement (ODM) leader Raila Odinga on Thursday May 22, 2025 held a meeting with Senators at Parliament Buildings to discuss the revenue sharing for the 2025/2026 financial year.
The ODM party leader was hosted by the Senate Finance and Budget Committee.
During the meeting, Raila discussed with Senators various recommendations regarding the much-anticipated Fourth Basis Revenue Sharing Formula.
The meeting came at a time when the Fourth Basis Revenue Sharing Formula stirred debate among elected leaders ahead of its expected implementation for the 2025/26 to 2029/30 financial years.
The formula, developed by the Commission on Revenue Allocation (CRA), seeks to guide how revenue generated by the national government should be distributed among the 47 counties.
Meanwhile, the CRA’s proposal assigns weights to various parameters: population at 42%, equal share at 22%, poverty index at 14%, and geographical size at 9%.
However, the Senate Finance and Budget Committee, led by Mandera Senator Ali Roba, had rejected the CRA’s proposed revenue sharing formula.
The committee also proposed increasing the basic share to 35 percent, maintaining the population factor at 45 per cent, and removing the income distance parameter.
