The Independent Policing Oversight Authority IPOA has summoned Deputy Inspector General of Police, Eliud Lagat, to appear before its investigations team and record a statement in connection with the death of Albert Ojwang’, who died while in police custody.

As of Wednesday, IPOA confirmed that 20 police officers, including Inspector Samuel Ng’ang’a, the Deputy OCS at Central Police Station, have recorded statements. Two of them  OCS Chief Inspector Samson Talaam and PC James Mukhwana  have already been arraigned. Inspector Ng’ang’a was arrested on Tuesday, June 17, and is currently detained at Muthaiga Police Station.

In a statement IPOA Chairperson Issack Hassan said, four civilians have been arraigned, including Kelvin Mutisya Mutava, who is alleged to have tampered with CCTV footage. The other three ; Brian Mwaniki Njue, Collins Karani, and Gin Ammitou  were inmates at Central Police Station on the day Ojwang’ died.

IPOA has also filed miscellaneous applications for extended detention of the suspects to allow further investigations. The Authority has also applied to mobile service providers for phone data belonging to several persons of interest. Additionally, the seized DVR footage from Central Police Station and biological samples have been submitted to the Government Chemist for forensic analysis.

The investigation, conducted in collaboration with the Office of the Director of Public Prosecutions (ODPP), is expected to be completed by early next week, with a recommendation to charge various suspects.

IPOA also reported monitoring police conduct during Tuesday’s protests demanding justice for Albert Ojwang’. The Authority documented at least 13 serious injuries, including the close-range shooting of Boniface Mwangi Kariuki, a mask vendor who is currently in intensive care.

In a statement early Wednesday KNH said the patient sustained a gunshot wound to the head and arrived at the hospital critically ill, suffering from severe brain injury and heavy bleeding.
